The Great Elder of Sapata [1] is the head of Sapata.

The Elder is an old man. His eyes have no pupils so he may be blind.
Biography[]
He was a prisoner with other Sapata civilians during the siege of Sapata but was released with all the other prisoners at the order of Kushana. Their release was secured by Nausicaä.
When Charuka tells him to move his people East and then informs him that Miralupa plans on using the Weaponized Miasma against the Torumekians still in Sapata, the Great Elder begs Charuka to not do it, saying the Sapatans will not abandon their soil and that there "can be no Emperor without the people" [2].
Charuka dismisses him with the threat of informing the Council of Monks of his outburst. [3]
